Position Overview

Serves as Chief executive officer of the council and gives direction to the operations and administration of the council, subject to the authority and direction of the executive board. Serves as the secretary for the council, the executive board, and the executive committee. Serves as an ex-officio member of all committees of the executive board. Is responsible for strategic planning, council and Boy Scouts of America objectives, fiscal stability, membership and growth management, and for volunteer and community relationships for the Scouting program and unit service within the council. Carries out other duties of the office as set forth in the council bylaws, Article VI Officers and Committee Members, Section 6.

Resumes and Cover Letter are due by May 8th.  These documents will be shared with the selection committee.  Cover letters should provide information supporting local council competencies/profile.

Responsibilities

Is responsible for effectively managing a council with revenue of $1,160,000.

  • Membership: Establishes an action plan that results in balanced growth so all qualified youth may participate.
  • Personnel: Recruits and trains a full complement of volunteers and staff to fulfill the council’s objectives.
  • Finance: Develops, in cooperation with the finance committee, a budget based on the council’s resources.
  • Fundraising: Develops, in cooperation with the development committee, a fundraising plan that engages the community to meet the council’s annual and long term budgetary needs.
  • Program: Directs Scouting programs in the council including public relations, training, activities, camping, etc.
  • Administration: Provides general direction to the work of the council to ensure an efficient council operation.
Education

Bachelor’s degree from an accredited college or university

Qualifications

Essential skills of New Scout Executive:

  1. History of consistent membership growth. Knowledge and ability to recruit emerging youth markets.
  2. History of successful innovative fundraising including Friends of Scouting (annual donor campaign), special events, products sales.
  3. Experience in developing/executing a strategic plan.
  4. Leads by example. Gets involved. Has passion and enthusiasm to create urgency for the mission.
  5. Solid BSA program understanding.
  6. Demonstrated history of cultivating, recruiting, managing and inspiring volunteers.
  7. Experience with corporate governance.

  2.  Financial Acumen – Utilizing financial data to diagnose business strengths and weaknesses and identify the implications for potential strategies, keeping a financial perspective in the forefront when making strategic decisions.
  3. Customer FocusEnsuring that the internal or external customer’s perspective is a driving force behind strategic priorities, business decisions, organizational processes, and individual activities; crafting and implementing service practices that meet customers’ and own organization’s needs; promoting and operationalizing customer service as a value.
  4.  Selling the Vision – Vividly communicating a compelling view of the future state in a way that helps others understand and feel how business outcomes will be different when the vision and values become a reality. Serve as a change agent when necessary.
  5. Driving Execution – Translating strategic priorities into operational reality; aligning communication, accountabilities, resource capabilities, internal processes, and ongoing measurement system to ensure that strategic priorities yield measurable and sustainable results.
  6. Operational Decision Making – Securing and comparing information from multiple sources to identify business issues, committing to an action after weighing alternative solutions against important decision criteria.

  • Household moving:  Pay all-provide 2 estimates.
  • Relocation allowance: 5% of new salary, less taxes.
  • Auto Plan-Council will use the Florida rate annually.  Currently rate is 45.5 cents per business mile.
  • Interim Housing:  President to negotiate with selected candidate. (60-90 days)
  • Relocate family within 180 days.
  • BSA Fidelity Thrift plan: Employee 6% match of 3%.

Salary:   $100,000/yr  –  $140,000/yr
