Scouting U "Trained to Make a Difference" Update

Following the launch of the Trained to Make a Difference campaign this past fall, several elements have helped to spread the word that Scout leader training is a priority for Scouting America leadership.

In November, the Scouting Magazine blog “Arron on Scouting” posted “We’re issuing this new challenge to all Scout leaders” regarding the goal to increase position-specific leader training to 55%. The article noted “research consistently shows units with trained leaders thrive. Trained leaders know how to use the Scouting methods effectively, feel more confident in their roles and, in turn, deliver a stronger program.” Read the full article here.

Feedback from Territory Training Coordinators about Scout leader training noted the challenge that new leaders experience in knowing what the necessary steps are to become fully trained. Scouting U Chair of Learning Delivery, Toni Welch created a simple handout to help leaders know the steps to follow to become trained. See the PDF here.

In the coming year additional initiatives will continue to promote the importance of direct contact leader training through the Trained to Make a Difference campaign.

Sneak Peek: 2026 Scouting U National Volunteer Training Conference

March 26–28, 2026 • Nashville, Tennessee

Get ready for an exciting lineup at this year’s conference, featuring a special focus on how Scouters—and especially trainers—can harness the power of AI to elevate their work. Sessions will include an Introduction to AI with hands-on learning (bring your laptop!), plus two AI breakout sessions covering AI-powered graphics and video creation, and AI tools for training, event planning, and reporting.

Scouting U Week at Philmont Training Center

Registration is now open for Scouting U Week at the Philmont Training Center, June 14-20, 2026.

Set in the inspiring landscape of Philmont, this one-week experience unites the nation’s most dedicated volunteer trainers to strengthen adult leader training across Scouting America. This isn’t just a conference—it’s a movement built on one powerful truth: well-trained leaders change everything.

With fewer than 40% of direct-contact leaders currently fully trained, our mission is clear: 100% trained leaders in every unit, in every council. Scouting U Week is a critical step toward that goal.

Participants immerse themselves in seven cutting-edge, half-day courses designed to build confidence, engage today’s leaders, strengthen council training cultures, and spark the next generation of excellence in Scouting.

New/Updated Training Materials

Cub Scout Leader Position Specific Training – New Facilitated Learning Materials (for use by Council/District Training Staff)

Instructor Syllabus (Updated Sept 2025)

Leaders who complete either the online or facilitated training are considered trained for their position.

Basic Adult Leader Outdoor Orientation (BALOO) (Updated Oct 2025)

This one-and-a-half-day course is designed as an introduction to the Cub Scout outdoor program for leaders interested in adding a camping component to their Pack activities.

BALOO training consists of an online pre-requisite component in addition to an overnight hands-on practical. Click here to access the prerequisite training.

Scouting America’s Cub Scout level camping policies will be taught along with the discovery of the necessary tools to help units carry out a successful camping experience. Completion of this course is mandatory for a MINIMUM OF ONE adult on a Pack overnighter.

Instructor Syllabus

This course should not be taught with IOLS. As part of a two-part blended learning format, the on-line modules are the first step to become BALOO trained. The on-line training modules contain introductory and basic information that will be built upon during the practical training that is completed during an in-person, council instructed course. The on-line component must be completed prior to the practical component and the course facilitator should check this before allowing enrollment into this part of the course. The in-person syllabus is facilitated by the council training committee and the syllabus must be followed to include the overnight portion of the training. Otherwise the training code will not be awarded.

Diversity, Inclusion and Belonging Course (Oct 2025)

This new replacement course is now available since the Diversity, Equity, and Inclusion course has been retired. It replaces the requirements for Merit Badge Counselors who desire to teach the Citizenship in Society Merit Badge. 

We encourage everyone involved in Scouting to take this course as Scouting America promotes a culture where every youth, volunteer, and employee feels a sense of belonging and builds communities where every person feels respected and valued. 

This course covers understanding identities, diversity, inclusion, belonging, unconscious bias, and creating inclusive units. The course aligns with Scouting America’s mission to prepare youth to make ethical and moral choices by living the Scout Oath and Scout Law.

Peer-On-Peer Abuse (Dec 2025)

This new training supersedes the previous facilitated course “Understanding and Preventing Youth-on-Youth Abuse”. This essential training is specifically tailored for camp and NYLT staff and focuses on the prevention of youth-on-youth incidents that may arise during camp activities that fulfills the specific NCAP requirement outlined in SQ-402.B.2. Completion will award the training code CS95 with a one-year expiration. CS95 will no longer be available for manual entry.

Key highlights of the course:

  • Abuse and Problematic Behavior Module: Understand the types of abuse that can happen between youth participants and how to proactively build safeguards into Scout meetings, outings, and camp activities.

  • Peer-On-Peer Behavior Module: Recognize different kinds of behavior using the traffic light analogy (green, yellow, red) and understand the importance of supervision and monitoring.

  • Barriers to Abuse Module: Explore the highly effective safeguards designed for prevention and ensure the protection of youth members and adult leaders in Scouting.

  • Reporting Peer-On-Peer Abuse Module: Learn the steps that must be taken to report peer-on-peer abuse and understand the NCAP standards that require timely incident reporting.

Virtual Training for Science of Training and Craft of Training (Sept 2025)

In September, Fundamentals of Training and Trainers EDGE were updated. With the updates came a name change – Fundamentals of Training is now Science of Training (D70) and Trainers EDGE is now Craft of Training (H96). Following the updates, an on-line training for Science of Training was released.

We are currently working on developing a Facilitator Guide that will give trainers the information and tools needed to do both Science of Training and Craft of Training virtually. We are hoping to have this released in late spring/early summer.

New Territory Training Coordinators (TTCs)

We are very excited to welcome and introduce four new TTCs to the Learning Delivery Team and Scouting U Committee. The TTCs work with the Council Training Chairs (CTC) to help and support them in their training program within their Councils and are currently assisting CTCs with developing goals and making a plan to increase the number of trained Direct Contact Leaders in their Council, supporting Scouting U’s Trained to Make a Difference Campaign. If you have any questions regarding training, Wood Badge or NYLT, please reach out to the TTC in your CST for help and assistance.

Ken Johnson from Chippewa Valley Council will be the new TTC for CST 4 effective January 1, 2026. Ken is currently serving as the Council NYLT Coordinator.

A great BIG thank you to Loren Meinke for his leadership and support to the councils over the past 4 years. Loren came on board when the TTC position was first created and has worked diligently with the Councils to help and support them as they worked to get their leaders trained. Loren has been working with Ken over the past couple of months to help bring him on board.

Kyle Minett, Rainbow Council, will join the team as the TTC for CST 6. Kyle is currently working as the Training Committee Chair for his council.

John Gunyon served in this position, prior to Kyle talking on the role, from its inception and has worked tirelessly to help and support not only the CTCs in CST 6 but the Scouting U Committee with developing resources that the councils can use to help our leaders become leaders that are . . . trained to make a difference.

Jerry Smiley who is from the Longhorn Council, will be serving as the TTC for CST 8. Jerry currently serves his council as the Wood Badge Committee Chair.

Anthony “Tony” Sitz served in this position prior to Jerry taking on the role, working to help and support the CTCs and their training program. A big thank you to Tony for his leadership, commitment and guidance to CST 8.

Ian Romaine, from Middle Tennessee Council, has recently taken on the role as TTC for CST 14. Ian is very involved in the Course Director Conferences for WB and NYLT in the CST. He also serves on his Council Board.

Randy Nelson served in this position prior to Ian’s appointment. We would like to thank Randy for his dedication, commitment, unwavering support and guidance to the councils and trainers in CST 14.
