National Executive Board Leadership & Structure

Members of the Executive Board

The National Executive Board (NEB) consists of 40-48 members, elected to serve for a term of four (4) years, with a maximum of three consecutive terms (twelve consecutive years). 

National Key 3

  • National Chair (Volunteer): Serves as chair of meetings of the National Council, the NEB, the Executive Committee and as an ex officio member of all committees (other than the Governance & Nominating Committee). Brad Tilden – elected May 2023.
  • National Commissioner (Volunteer): Represents Scouting America in national affairs, serves as the chief morale officer, and represents the commissioner service team. Devang Desai – elected May 2025.
  • President & Chief Executive Officer (Staff): Serves at the pleasure of the NEB and has authority over management and operations of Scouting America. The President & CEO is a voting member of the Executive Committee, oversees the National Operations Leadership Committee, and is an ex-officio nonvoting member of all other committees (other than the Governance & Nominating Committee). National Executive Committee

The National Executive Committee is composed of up to 14 people, including: National Chair, National Chair-Elect, National Commissioner, Immediate Past National Chair, Chief Executive Officer, and members-at-large. Standing Committee Chairs typically serve as members-at-large. The duty and authority to manage the affairs of Scouting America is vested in the Executive Committee, except for actions reserved to the National Executive Board.

Governance Standing Committees

Each member of the Executive Board serves as a member of one governance standing committee.  The Chair of a standing committee may invite non-board members who have experience or knowledge that will enhance the committee to serve as subject matter experts with the approval of the National Chair. The governance standing committees are defined in the Bylaws and include:

  • Audit, Finance, and Enterprise Risk Management Committee
  • BSA Mission, Reputation, and Strategy Committee
  • Development Committee
  • Governance and Nominating Committee
  • People, Culture, and Diversity
  • Youth Safety Committee
