The basic element of the Lion (kindergarten) and Tiger (first grade) program is the Cub-adult partner team. The adult is a parent or guardian or someone designated by the parent. The requirements are that the adult partner be 18 years of age or older, care about the child, and be strongly committed to their well-being. The child and their adult partner join Cub Scouts together. They attend den meetings, activities, and all other Cub Scout events together.
Each Cub Scout-adult partner team assumes the responsibility of hosting one or more months of den meetings with the den leader. The host team and the den leader plan the meeting program and the location. Adult partners who wish to become registered leaders must complete an Adult Application and pay the appropriate adult fee prorated to the pack’s charter renewal date.
