International Letters of Introduction
If you are planning to represent Scouting America internationally, either through a volunteer role or travelling abroad, take a look through the scenarios below to understand which forms to request from the International Department & Committee.
Application Materials
Please provide the following:
- Completed International Letter of Introduction (ILI) application, signed/approved by local council Scout Executive
- Current Youth Protection Training documentation
- Completed WOSM Safe from Harm training and documentation. This training is available at this link: https://www.scout.org/what-we-do/member-organizations/child-and-youth-safety There are three parts:
- Part 1. Safe from Harm for Everyone
- Part 2. Safe from Harm for Volunteers and Staff
- Part 3. Safe from Harm Online
- Photograph (head and shoulders) for WOSM Passport
Credentials Provided
The International Committee will provide you with:
- Scouting America International Letter of Introduction
- WOSM International Letter of Introduction Passport
Timeline
Allow at least two weeks after receipt of all application materials to receive your credentials.

NOTE: Please note that a letter of endorsement is not a guarantee of an appointment. All appointments rest with the Committee or NSO that has jurisdiction. Scouting America will recommend only one candidate for each open committee appointment. If multiple individuals apply for the same position, the International Commissioner will choose the candidate deemed most capable of representing Scouting America effectively.

There are two pathways to request a letter of endorsement, based on previous experience with International Scouting within Scouting America.
Pathway 1:
For Scouters active in International Scouting who are known by the International Commissioner or are members of the International Committee.
Please provide the following:
- A letter clearly stating your request, denoting the position (or positions) that you are applying for and specifically stating your qualifications for the role you are seeking
- Send your request with documentation to ic.credentialing@gmail.com
Pathway 2:
For all other Scouters.
Please provide the following:
- A letter clearly stating your request, denoting the position (or positions) that you are applying for and specifically stating your qualifications for the role you are seeking
- A brief statement of your Scouting credentials (one page)
- A letter from your Council Scout Executive verifying the experience that you described in your application letter and testifying to your suitability for such a role and that you are a member in good standing with Scouting America
- Completed WOSM Safe from Harm training and documentation. This training is available at this link: https://www.scout.org/what-we-do/member-organizations/child-and-youth-safety There are three parts:
- Part 1. Safe from Harm for Everyone
- Part 2. Safe from Harm for Volunteers and Staff
- Part 3. Safe from Harm Online
- Send your request with documentation to ic.credentialing@gmail.com
You will be requested to take part in an interview with Scouting America’s International Commissioner or a designee. This will be scheduled after receiving completed application materials.
Credentials Provided
The International Commissioner will forward all Endorsement Letters to the appropriate requesting authority.
Timeline
Allow at least three weeks from time that all application materials are submitted.

- List of all youth participants from NSO (including birthdates and passport numbers)
- List of all adult participants from NSO (including birthdates and passport numbers)
- IMPORTANT: The lists of youth/adult participants must be on the National Scout Organizations’ letterhead, sent from their National Scout Organization’s official email address by the NSO International Commissioner
- IMPORTANT: Names on each list must be identical the name on the individual’s passport
- Please describe the event, the dates that it will take place, the Scout council name, city and state location hosting the event, and a point of contact for the event leadership

What is an International Letter of Introduction?
The International Letter
of Introduction
The International Letter of Introduction is recognized by Member Organizations as the standard form of introduction of a Scout or leader when travelling internationally. The letter’s sole purpose is to establish the identity of the bearer, and to entitle him or her to be welcomed as a member of the World Organization of the Scout Movement (WOSM). It conveys no special privileges, including any entitlement to hospitality.

No. At this time, registration and verification for JOTA/JOTI is done through a separate system.
