Commissioner College returns on Saturday, March 7 to Park University. Commissioner College is designed to help our volunteer serving commissioners grow in their role and continue their knowledge of practices that benefit the pack, troop, ship, or crew they serve. All commissioners will benefit from joining the Commissioner College, learning new skills, enjoying fellowship and getting the latest information. Other Scouting volunteers are also welcome. The cost is $25 for participants and will include a box lunch for everyone and an event patch.

The Bachelor Program consists of courses that build upon commissioner basic training. This year we will have 2 tracks, the Freshman track for new commissioners wanting to learn the basics and the Sophomore track for commissioners with some experience but have never attended a College before. The Freshman track will include courses on; Core Commissioner Concepts, SAFE Scouting, Coaching Leaders and Commissioner Resources. The Sophomore track includes classes on; Building Relationships, Technology, Culture, and Resolving Unit Issues.

The Master’s Program is for individuals who have completed a Bachelor program and offers more advanced courses. Topics will include; Resolving Critical Issues, Onboarding New Commissioners, Good Communication, Conducting the Annual Planning Session and Roundtable is over, now what.

The Doctorate Program is for students who have completed the Master’s program and provides advanced coursework for first year Doctorate students and requires second year Doctorate participants to write a thesis or complete a project related to unit service and teach a class at Commissioner College. The thesis or project affords commissioners an opportunity to apply what they have learned through the college to their duties as commissioners and expand the knowledge base of unit service as a whole.

The Continuing Education curriculum encourages commissioners and other scouting leaders that they can build upon their skills and knowledge base outside of the traditional College of Commissioners program. It will help leaders stay current in policy, techniques, and application of commissioner service to units. The program has course on Recruitment, navigating conversations, round table and working with diverse scouting populations.

We want to invite you all to the Anthony Wayne Area Council, College of Commissioner Science.  This is an all-day event that this year offers 18 choices of classes to attend.  It offers something at all levels of training for Commissioners and consists of only Commissioner Courses.

However, the Commissioner College is not just for Commissioners. That’s right.  We welcome any scouter who wishes to attend.  In the event that you may be interested in one day becoming a Commissioner, this will help you to understand better what Commissioner Service is all about and at the same time provide you with information to help you preform your present level tasks with much more ease.

You will find courses specific for continuing education and Degree-level courses in Bachelors, Masters, and Doctorate.

A few notes for Doctorate-level classes:

  1. The Session 1 class will be a combined course of Selecting, Limiting, and Developing your Project or Thesis
  2. There is no Session 2 class to select in the system, but participants will have an open forum for working on their project/thesis
  3. Doctorate participants will still have something to do all 6 sessions!

Providing great Commissioner Service is much easier with good training.  The better the Commissioner is trained the better service the Commissioner can provide to the units so the units and the scouts can have great success.

March 21, 2026 Baltimore Area Council
Baltimore, MD

Location: Archbishop Curley High School, 3701 Sinclair Lane, Baltimore, MD

Time: 8:00 AM to 4:30 PM

Registration: https://scoutingevent.com/220-CCS26#

The college has a suggested curriculum format in unit service training for all commissioners that can be achieved over four Colleges of Commissioner Science. There are three degree program levels:

  • Bachelor: an introduction to Unit Service
  • Masters: More advanced commissioner training
  • Doctorate: continued commissioner training and a project to help other commissioners

Because CCS Courses are standardized by National BSA, all classes taken at other Councils College of Commissioner Science can be counted towards BAC CCS Degrees.

Courses from the National College of Commissioner Science curriculum at all levels will be offered. These will cover subject matter enhancing the knowledge and performance of each Commissioner. You may complete a degree or refresh your skills by taking a course of interest. Course content is directed toward unit service rather than program areas and therefore courses offered in a local University of Scouting or Volunteer Training Summit do not meet the requirements for any of the degrees in a College of Commissioner Science.

For more information about the Baltimore Area Council College of Commissioner Science, please contact Todd Emmons at ScoutHelper@outlook.com.
